Why port first come in blocking state after disable state? why should'nt its directly go to listening state?

Somewhere its written 2-3 secs and somewhere its 20 secs? in practical i am observing its 2-3 secs..................what is it actually?

The port will directly move listening state(check by debugging) and afterwards if it is not elected as DP or RP, it will go in blocking state.
