What is the problem with my port forwarding?

I set up an Apache2 web server on my dual boot PC (Kali Linux, Windows 8). I was able to access it locally. But now, I want to make it public, and I came across a little problem. The problem is about port forwarding. Im behind two routers, so it is a bit harder to forward the port, the way I configured it is that, that my 1st router forwards it to my second, which forwards it to my PC hosting the server. I even turned off both of the routers' firewalls, because I wasn't sure that it's not blocking the incoming information. It doesn't work though. Any suggestions/what am I doing wrong? (Tell me if you need more information about how I configured the port forwarding)
