R3 will check 172.16.0.22/24 in its routing table. If it found the entry it will forward it to next-hop otherwise it will drop.

OSPF is a reliable protocol and generates Ack packet for DBD, LSR, LSU.
If any packet mismatch or missed than router again request for it using LSR and other routers will re-transmit the packet again.

A switch has a single-broadcast domain.
So, VLAN is basically used to overcome switch to broadcast is information to other switch connected to it.
VLAN means a switch inside a switch. A switch can only communicate to the same VLAN.
