Mysterious problem with a patch panel...?

Looking for help.
I moved into a house with an existing patch panel. I am trying to get it to work with a cable modem. The cable modem connects perfectly when a regular patch cable is connected to the network jack of the modem, to the Ethernet port of a computer.
This is the modem:
I connect the modem via a patch cable to the patch panel:
And then connect the corresponding jack in the house to a computer with a patch cable.
*I get no connection*
I have tried patching the modem cable directly to each port in this patch panel, and nothing. I have used regular patch cables, and crossover cables, with no luck at all.
I have come to the conclusion that the patch panel itself must be bad, or the cabling is cut somewhere else (very unlikely).
Thought I would ask this question to see if anyone had any ideas.
