How will you detect the train and trigger the signal is another subject. But the IP addressing scheme seems quite easy and sequential.

It will be alot better if you make yourself comfortable with the IP Addressing, It will start to make sense instantly. You can watch IP addressing videos on youtube and come back to your project (it is really an interesting one). Good Luck :)
